just go easy with cotton candy, in my opinion, with steep, it tend to muted other flavors

That’s because of the EM. Ethyl Maltol is a sweetening/muting additive and has a bit of a cotton candy flavor. Lots of other flavors that are “naturally sweet” have a lot of EM or Maltol in them too, which is why you always have to pay attention to what you use in a recipe and not blindly aim for a certain flavor % in your recipe.
That being said, if you’re just using it as a single flavor, you can easily push it quite high (10%-ish)
