It sounds odd that one browser works and another doesn’t. Sounds like there is a proxy set up in one of your browsers. Anyway, check the blacklists to see why it’s blacklisted, then apply for de-listing - then you can use the feedback form on ELR: https://e-liquid-recipes.com/mine and send me your IP, I can then add you to my temporary whitelist while they are handing your de-listing
Again, if you use a VPN, try turning it off.

With it being two browsers from the same device/location, there’s always the whole “clear the cache and cookies from that browser and try again” deal.
