I plan to make a batch of juice tonight and am wanting a 30/70 mix when done. I am planning to add 23% flavors (five flavors combined) all of which are PG based. So does this need to be factored into my base and I only need 7% PG to get the 30%
Just set your desired PG/VG ratio to 30/70, add your flavoring and ELR will show you how to get there 
But yes, ELR will ask you to add 7% PG to your mix
