We have our own channel set up on irc.p2p-irc.net called #ELR
The only general IRC-channel I know for vapers is ##vaperhangout on irc.freenode.net
There is a very nice subreddit called ecr_eu - that’s where all the European vapers hang out! They also have an IRC channel on p2p-irc called #ecreu
