So yeah, for starters Sandvine is a vendor I have worked with in the past. One of 6 (and not the winner) looking for a video optimization vendor for National wireless telco.
What we found in our lab was that they would initially and continually be probing for all bandwidth available and dynamically hog as much as they could at the time. Who needs a super high def on such a small screen?

It’s very scary shit … besides China, in most countries it will keep getting worse for at least another week or 2. I really couldn’t be bothered about not getting any internet at all if I see all the suffering going on. My problems are meaningless.
I agree it’s pretty scary thus far. It’s bringing havoc on my family as my sister in law is in ICU right now in an induced coma, and we cannot even get in to be with her. Thanks Corona !!!
